Line and transformer types

Both line and transformer types need a consistent and valid approach to inferring their parameters. Currently, the line types parameters derived based on closest voltage levels to ones used in PyPSA-Eur.

Need to look into a line type system with a larger fidelity of voltage levels and uses ampacity when possible.
