The generated zip archive could not be unpacked in Windows11

This is very comfortable to get a zip archive included the dumpbin.exe set by one run of (python dumpbin.py).

I changed zip archive method to .ZIP_DEFLATED because my windows11 could not unpack.

with zipfile.ZipFile(RELEASES / f"dumpbin-{version}-x64.zip", "w", zipfile.ZIP_DEFLATED) as z:

Please consider fixing this issue, as others may be experiencing the same error.
