Sample approval workflow broken for forks

The samples checklist workflows cannot run properly on PRs created by pushes to forks.

For example, when I tried to make a PR for a Redis JS sample from my fork of the samples repo, all three workflows failed due to permission issues:

• Check Samples failure - Resource not accessible by integration
• Trigger Docs Samples Rebuild failure - Parameter token or opts.auth is required
• Deploy Changed Samples failure - failed to run tests : failed to create token issuer, failed to parse fixed verifier key: failed to parse private key
