Cert generate pointing to defang.app domain rather than GCP load balancer. This isn't ideal as it creates a runtime dependency to Defang. If you go to GCP dashboard and get load balancer IP it works properly, but in the CLI we should change what gets displayed.

There are 2 different use cases that prefers IP address and defang delegate domain respectively:

1. User who does frequent up and down would prefer using the defang delegate domain as CNAME to avoid the need of frequent DNS setup as once a down is done, the next UP would result in a different IP address (vinay)
2. User who does production deployment would prefer the actual IP so the infrastructure does not depends on defang

The solution should be display both defang.app and IP address as both deployment output and cert-gen suggestion
