Units tests produce packages with incomplete contents.

The OsfContentProviderTest unit tests testCreatePackageSimple and testCreatePackageWithWiki "pass", in that they generate package files (which are not mechanically inspected). But the contents of those files do not appear to be complete, as was the case (I believe) when the Wiki content was added some time ago. Specifically, there are no domain object files below data/bin/root, though the folder hierarchy looks correct. We have to determine why these files are missing and get them to be included. The dcs-packaging-tool-cli test RdfContentProviderTest does successfully populate the packages that it creates with the same IpmPackager that is used here.
