Add string "Translate" to the dropdown menu

Include the string Translate to the dropdown menu of the homepage at the bottom of the language list, as suggested in my issue #461.

At the bottom of the language list, add a separator line and add Translate with a link to https://hosted.weblate.org/engage/databackup/, which potentially will increase the translations of foreign languages by users.

In case you implement this suggestion for the dropdown menu, you'll have to add the string Translate into a translation file, so it can be translated.

@XayahSuSuSu Please check your code in a0ceab5 again. The item "Translate" appears only in a narrow window. When the window is wider the item is missing.
This is true for Firefox and for Safari on my MacOS 26.3.1.
