implement onResolutionChange() #9

Effects that use their own FBO need to listen to these on fullScreen switch or any other resolution change.
Resolution should also be saved to save file so it can be restored.

As a tmp bypass, save your configuration, switch full screen (or any other resolution), then reload your configuration file.
