[BUG] Glass Crest Workstaff Fortune Level Reset

Describe the bug
The fortune Level of the glass crest workstaff reset when switch silktouch > resonnance or resonnace > silktouch and return to level one latest.log don't say anything revelant about it

To Reproduce
switch silktouch > resonnance or resonnace > silktouch then return to fortune

Expected behavior
Glass crest should keep it's Fortune IV enchantement

After that trying to reenchant the workstaff not work, I try to apply a Fortune 4 enchanted book to the workstaff with enchanter but that not same to work but in new workstaff without enchant and reapling no problem... Anvil or milestone also correct the enchanter issues.
