BUG: Peer Identification Method Causes Upstream Disconnect Due To Duplicate Peer ID

Due to the method we use for multi-talkgroup affiliation (identifying as an FNE); we must also provide a valid Master Peer ID; as not doing so causes upstream promiscuous hub FNEs to disconnect the local FNE due to duplicate master IDs.
