Create DEMENTpy branches for publications

Create branches from DEMENTpy that integrate model developments that have been implemented for published experiments. These branches will exist in the DEMENT org repo to facilitate experiment replication. Model features that we want to include in the main DEMENTpy branch can be merged without deleting the publication branches. 

If this issue is redundant to #24 we can delete this.
