CQL Runner produces this result (for any CQL used) in the form of an OperationOutcome.

Yep, I can't access https://cql-runner.dataphoria.org/ as well, same error.

if I point CQL Runner to a recent HAPI install which supports $cql (https://ivangelmd.com/fhir/$cql) , it returns an error "The $cql operation requires the expression parameter and/or content parameter to exist". So it would seem the problem lies with the CQL-Runner frontend (which probably invokes $cql with parameters as they were defined some years ago), not with the $cql backend.
