OpenType font variation (V2)

• Migrate to fonttools-based build system ot-builder for better support for variable font.
  • Manipulate CFF directly.
  • ot-builder fixes and improvements.
• Add a rond axis of 0 (not rounded) to 100 (fully rounded, default).
  • CFF2 instancer.
  • CFF2 → TT conversion.
