Describe Salaries

This issue is a clean start on #698 which, while it has a lot of relevant ideas, has become somewhat unmanageable.

As discussed on our Tuesday call this week, we need to be able to express the actual salary ranges associated with jobs or some learning programs (i.e. those with an element of "earn while you learn" including the work aspect of an apprenticeship):

This requires:

• currency + number + base period (e.g. $1000 per week; £50,000 per yr)
• to cover single figures and ranges (including salary bands)

We also need to specify the payment interval? i.e whether the actual payment is made weekly, monthly, as a one-off…

We should allow for a link to / description of further details.

We agreed the following are out of scope (for now):

• Estimated salaries associated with gaining a credential
• Specific properties for details of compensation packages (use the text description / link) such as extras and bonuses

@philbarker the currency + number also needs a low and high range. Payment interval is essential. ceterms:description is useful. Not sure that link for the pay range is needed. I haven't seen job descriptions that have a separate URL to pay. Rather, the link goes with ceterms:subjectWebpage for the the Job, Occupation, Learning Program.

JEDx has Pay Frequency - The period of time covered by the worker's regular pay checks.
1: monthly
2: semi-monthly (twice a month)
3: biweekly (every two weeks)
4: weekly
5: daily
6: upon delivery of product
7: variable
8: other

JEDx - Wage Grade Code in the Job or Assignment data categories in the dictionary. This is used by employers to assign a range pay typical for the types of jobs organization uses, not for individual workers.
