Test and Sandbox Registry not kicking off Argo Workflows to index resources

After publishing to Sandbox and confirming that the resources are accessible, I do not see any indexing workflows being kicked off. This is causing the published resources to not show up in Finder, which means MVP has not been implemented in Sandbox. Here is one of the resource that was published: https://sandbox.credentialengineregistry.org/ce_registry/resources/ce-72f1b436-b867-4240-acae-0bec4fda8452.

Expected: Indexing workflows do kick off after 1 minute of debouncing when new resources are published.

This is also happening in the Test environment as well. You can see in the workflows page of Test environment's Argo Workflows that after the publish workflow was executed, the index jobs were not kicking off: https://argo-cer-api-test.credentialengineregistry.org/workflows
