Memory Leak when Destroying nf_glpk Linear Problem Object

When simulations are parallelized, we get an error when destroying the _lp object in wholecell/utils/_netflow/nf_glpk.py . Based on my testing, this could be causing a memory leak of ~71 MiB every time we destroy a cell.
