Implement 'Table-3/Popular Name' tool for citations

Lots of times references will be to previous acts, and not their direct location in the USCode.

Utilizing the output from https://github.com/Congress-Dev/table-3-parser we should be able to implement a way to better handle these citations.

• Create schema for storing the output in the DB
  • Versioning
  • Indexes for text searching
• Translate "act citations" to "usc citations"
