File-workflow regression test sweep against new OR file-actions

Background

OpenRegister's file-actions change ships a per-file metadata layer + the Phase-1–9 file-action endpoints. Per the file-actions tasks list:

Test with procest app to verify file workflow compatibility

This issue tracks the regression sweep on procest-side file workflows.

Test scope

• Procest case-attachment upload + download via the new endpoints
• Document workflow steps that read file metadata still find the expected fields (now including description / category / downloadCount / orLock when OR-side row exists)
• Copy / move attachments between cases (cross-register/schema copy now requires target UUID)
• Locked attachments respect FileLockHandler::assertCanModify semantics in workflow transitions
