publish stable version on CTAN

the stable version of compositionalityarticle.cls should be on CTAN, so that

1. authors with the same TeX distribution (say, texlive) have the same version and
2. no one has to include the cls back and forth any more, and
3. bug fixing / clashes will be easier to address

TODO : there's a github action for publishing the content of a github repo on CTAN. Check it!

Nice! Let me stress that the 0th release will contain the old cls, but it's merely to have a fallback in the unfortunate (and extremely unlikely) event that someone will need to use it in the future.

The new version has been brewed, it will appear soon.
