dir_perms_world_writable_system_owned: SCE check does not pass a test scenario

Description of problem:

The productization discovered that the test scenario wrong_setting.fail does not pass for SCE check of this rule.

Operating System Version:

RHEL 9.8

Steps to Reproduce:

1. run /per-rule/oscap/from-env test with variable RULE=dir_perms_world_writable_system_owned

Actual Results:

The mentioned scenario fails.

Expected Results:

All scenarios pass.
