Description
Car approaches, its red, min timer has not expired/dosn't turn right away
when min does expire, the other lane has a lot of traffic,
when min timer expires it still does not change/need to shuffle cars through the intersection
need sensor to tell us the amount of traffic, sensor 'enters' car into arraylist or controller enters into array list
Sensor needs 2 sensors: far away sensor for traffic and a close sensor for less amount of cars.
both sensors generally are true and false: 1st true, second false = not much traffic, both true change light to green for longer time to get cars through light.
