Latest parflow ocelote module

I want to provide a pair of modules on oceote for the most recent commit (e12500f3993376f0e933d8ac576af31f54b80e82) using both openmpi and mpich.

This also requires building hypre for mpich (the current module does not work with mpich).
So I would like to build the latest release version of hypre (2.18.2 at commit fbe25305a7f37e978546a0bac51da725537892ad) for both openmpi and mpich.
