a1816 Earl Stanhope in Hansard Typographia (1825) 477, I have deemed it advisable to contrive a new pair
of composing cases‥introducing a new set of double letters [these were on, of, to, re, an, th, in, se; they
were not printed as ligatures], which I denominate logotypes; and rejecting altogether the double letters
ff, fi, fl, ffi, ffl, ſt, [ctlig], formerly occupying room in the cases, but used so seldom that [etc.].
there is that [ctlig] which os clearly some form artefact and unlikely to be the original text.
Luckily the Internet Archive happens to have a scan of said title Typographia but it is a bit hard to tell whether that is a simple c or a c with something else, the OED seems to suggest c with ligature.
