fix: correct pyproject.toml and README URLs from revenueholdings to devforge repo
The pyproject.toml [project.urls] pointed to the non-existent
Coding-Dev-Tools/revenueholdings repo. All three URLs (Homepage,
Repository, Issue Tracker) now correctly point to Coding-Dev-Tools/devforge.
The README had broken links in the GitHub stars badge, Report a Bug,
and Report an Issue links — all now point to the correct devforge repo.
Also fixes encoding artifacts (em dashes, smart quotes) in README.
