Create jRelease deployment

jRelease can orchestrate the building, packaging and deployment plus the announcement to different platforms at the same time. Create jRelease scripts that will create build for testing and one for deployment to release on GitHub using actions.

• Build and package for testing and release deployment of WorkHorz, 64bit (x86 + Arm)
• Package for native Zip, Docker, Homebrew, Snap and Flatpack (Debian based Linuxes for now, like Ubuntu)
• Create a new release on GitHub with the release notes, contributors and asset files to download + signed + checksums
• Publish data files on the release page on GitHub
• Post announcements on several social media platforms
