[BUG] Hunter T14 4P Bonus persisting after pre-pull item swap

1. Current Behavior

1.1. Description

Currently the T14 4P bonus can be abused by Beast Mastery Hunters to increase their initial Bestial Wrath duration by 6 seconds (10 -> 16)

1.2. How to Reproduce

1. Equip T14 4P
2. Press Bestial Wrath
3. Swap to other gear set
4. Notice the T14 4P persists

1.3 Source Material

Notice first buff expires @ 15.079 and has no Apply Buff event. Indicating it was activated pre-combat with T14 4P equipped.

2. Expected Behavior

2.1. Description

T14 4P effect should be purged on "Encounter Start" just like many other specs have this happening to them.
