[BUG] Impossible to activate Inferno Elemental Rune Protocol in old Cataclysm dungeons Necro

This has not been addressed since it was opened in November. It is still impossible to activate Inferno Protocol: Heroic Dungeons in Cataclysm dungeons.

Steps to reproduce:

1. Set dungeon difficulty to Heroic and enter any Cataclysm era dungeon.
2. Click the Mysterious Elemental Device and choose "Activate Protocol Inferno"
3. Right click the "Protocol Inferno" obelisk that spawns to begin channeling to activate Inferno mode.
4. You are granted a Signet of the Wyrmrest Accord, and all enemies in the dungeon are granted the "Twilight's Madness" buff.

Expected behavior:

1. (as above)
2. (as above)
3. (as above)
4. Enemies should be granted the "Fury of the Firelord" buff indicating inferno mode has been successfully activated.

This is preventing the gathering of Fissure Stone Fragments (can still be converted to from the higher Obsidian Fragments), but more importantly prevents the completion of Protocol Inferno: Terminated achievement and its related criteria achievements.

The breakage would appear to be what is channeled when right clicking the "Protocol Inferno" obelisk object in game, and what is subsequently cast/activated/run that applies the buff to the enemies in the zone.

We did this with level 85 accounts to test&verify:

5* 85 going inside a dungeon & selecting "Activate Protocol Inferno" = broken
5* 85 queing random dungeon on protocol inferno = broken
5* 85 queing SPECIFIC dungeons on protocol inferno = not broken
