docs: add RFC-0117 deterministic execution context (v1.1)

Draft RFC for CREATE DETERMINISTIC VIEW with type enforcement,
parser grammar, planner/compiler integration, and VM activation.
Addresses all 23 adversarial review findings including subquery/CTE/
UNION/aggregate/CASE specifications, function classification, schema
versioning, and 26 test vectors.
