Phylogeny terra workflow doesn't output VCF

The alignment VCF file produced by the Terra workflow doesn't output correctly at the moment. It just outputs the string "combined_alignment.bcf.gz" rather than a reference to the file itself.

Alignment output is hardcoded as a string here:

bacpage/bacpage/workflows/phylogeny.wdl

Line 42 in 2796239

File? alignment = "combined_alignment.bcf.gz"

So relatively easy fix.
