Add New Block Variants 1.16.5

Hey i have try to add the same method as in Skyfactory 4 in my 1.16.5 modpack

1x minecraft:cobblestone with chisels to 1x pickletweaks:orange_cobblestone

thats an example

but it doesnt work.

can anyone say how i can add this in 1.16.5?
