Always says "Numbers should be different!"

When it runs, the program always says that "Numbers should be different!" even when the user enters two different numbers. It should only print this message when the user enters the same thing twice, ex.

Enter a whole number: 3
Enter another whole number: 3
Numbers should be different!
Enter a whole number: 6
Enter another whole number: 5
Increasing order: 5 6
