Drop WIC features

For predictions in the WIC pilot, I included WIC features in the model. The availability of this data in the future is uncertain. Moreover, the features were later shown to be uninformative in cross validation, even on the WIC population. Thus for non-WIC applications they should not be included in the feature matrix.
