Remove unused code

We should reduce the functionality of this project as much as possible, as it becomes more and more legacy. 
Until we have a setup a openapi python client to replace this one. 

Hence I suggest we remove

cf-update-ioc = "channelfinder.cfUpdate.CFUpdateIOC:main"
cf-monitor-test = "channelfinder.cfMonitorTest:main"

and CFPropertyManager

to reduce maintenance burden.
