Integrate external receipts validation in CI

Summary

We've got an opportunity to further reinforce our CI checks with external receipt dumps. Both calibnet and mainnet.

We could run them as part of our nightly tests in regular CI (calibnet) and both calibnet and mainnet in the sync check. To be fleshed out more.
