User uploaded emissions factors #57
Description
In some cases a user may want to upload their own emissions dataset (e.g. from Watttime, EPA Avert, or other) to use instead of Cambium. This would be required to use the tool for region for which Cambium doesn't provide data like Alaska, Hawaii, Puerto Rico, or international users.
We could add an optional field in the upload csv for users to provide this data, and then that would override the Cambium data used in the emissions scenario tab.
