Determine the best approach for the max mem, max CPU settings for VM in vertical scaling feature

Currently it was set to 2 times of the resource.limits. which means the ceiling of the scale up is 2 times of the specified limits when the pod is initially created.

We need to consider a better and more logical way to do so, either set the host allocatable or user configured.
