Reload Nginx after ACME certificates are updated

Nginx should be reloaded after certificates are added or renewed.

Doing this by adding an rgon-exec command on the end of the acmetool want command might reload too often and in failure conditions.

A better option may be to add a new Acmetool hook script that calls rgon-exec.
