In Project Overview, "...to assist employment service agency caseworkers" to do what? What problem will this web application solve for these caseworkers? Also, it'd be better to specify which province in Canada and local government to help make more real who the customer is.

In Functional Requirements, three important things should be noted: 1) that return-to-work (RTW) is not a binary result but a more sophisticated probability of returning to work based on interventions taken, 2) that the RTW result should also establish a baseline to show how a set of interventions "move the needle", 3) that the client expects an AI-based tool that learns from previous experiences to make RTW predictions (machine learning is one way to implement this AI-based tool) see https://cloud.google.com/learn/artificial-intelligence-vs-machine-learning
