Feature Development Backend: Improve the Learning model

As a developer, I want the ability to easily change the learning model so that I can easily run different learning models.

Acceptance Criteria

1. Refactor the learning model code to allow a data engineer to easily change the learning model and/or choose from a variety of learning models
2. Refactor the data model for the "Form" so that inputs can be easily changed.
3. Add tests
4. Ensure that the resulting changes in the learning model code will still work with the REST API and Frontend
