Build a "New Work Order" page

This page should have the following features:

• Link to an existing person (by searching for name), or create a new person.
  • If creating a new person, ask for name and, optionally, phone number
• Optional location to meet with person
• A list of items the person needs
  • This list will have ~12 "popular" items that the person creating the work order can click on to add to the order
  • Also need the ability to add "Custom" items, which aren't included in the 12 popular items above
• A notes section for the order
