Provide mechanism for palop to modify instrument configuration #335
Description
In the event that a component of the instrument needs to be disabled (for example, to accommodate bad or missing hardware), the Palomar Operator should be provided a means to temporarily update the instrument configuration. Currently, only the developer account can modify the Software/Config/*.cfg files. Consider an interface (CLI/GUI) to easily enable/disable components rather than editing the .cfg files directly. Provide a means of readily identifying that the system is in a non-standard state. Consider forcing these updates to be made daily, I.E. revert to the default configuration at the end of each observing night.
