implement flexure control algorithm in flexured

flexured has a placeholder which the sequencer calls. This needs to be populated with the actual algorithm for computing flexure.

Algorithm to be supplied by @MateuszKM and/or @chazshapiro 

@astronomerdave may need to update flexured to subscribe to new telemetry, depending on algorithm.
