[Feature Request] Add Tooltips / Hover Descriptions to Menu Items

Many options in CachyOS Hello are unclear for first-time users.
Adding simple hover tooltips (or a small description panel) would greatly improve usability.

Currently, users must search online to understand items like:
Ananicy Cpp
BpfTune
Systemd-oomd
Reinstall all packages
Remove db lock

Without explanations, users may avoid useful features or enable something incorrectly.

Proposed Solution
Add short hover descriptions for each item, for example:
Ananicy Cpp – Automatically adjusts process priorities for smoother performance.
Systemd-oomd – Kills apps when RAM is critically low.
Rank mirrors – Selects fastest package mirrors.
Remove orphans – Removes unused dependency packages.
Even one-line explanations would significantly improve onboarding and reduce confusion.

Actually the tooltips are already implemented in the Tweaks section (e.g. when hovering over Ananicy Cpp, BpfTune, Systemd-oomd, etc). But there are no tooltips in the Utilities section, though.
