Migrate record comments in legacy as request comments in RDM

For eg.: https://cds.cern.ch/record/2950400?ln=en has 8 comments (one of them: https://cds.cern.ch/record/2950406?ln=en)
The record format like comments need to be mapped to the request of the main record as normal comments.
