Update ESI leases with indefinite end times to have defined end dates

Currently, across all ESI leases across multiple projects, only 4–5 have a definite end time. The rest are set to 9999-12-31, which is not aligned with the policy that all leases should have a defined end time.

We should:

• Reach out to project owners to determine the correct end dates based on current usage and budget.
• Update lease records accordingly.

For NERC set time limits several years in advance. Identify what needs to be done to make it automatic before they expire. Topic for discussion at next live meeting.

Couple things that would be nice for this:

• Some mechanism to extend (or just modify) lease end times through the API
• For production service leases, such as nodes being leased to NERC or other prod clusters like Unity at UMass, it would be good for the project's admin to not only get reminder emails about lease ends (this is already happening), but also an email or webhook slack message to ESI admins so that a prod node doesn't get pulled when nobody notices an email
  • Maybe this should apply to everything so we don't have to designate "important" vs "less important" node

Admins can already modify end times for a lease with openstack esi lease update.

I had forgotten that the email alerts were sent out through the undercloud; do you have any suggestions as to where they might run now? Just on one of the ESI controllers?

@tzumainn Naved seems to have recovered undercloud's disk so we'll migrate it on Friday so we should get it back on new hardware like the other controllers. What is that by the way? Is it just a script? If so maybe adding a slack webhook would be easy enough since it's just a post call
