There are some object unlabeled in DOTAv1.0 dataset

There are some object unlabeled in DOTAv1.0 dataset. Is it a right？ I'm confused that whether these unlabeled objects is from my visualizaiton or data augment algorithm or not. As follow, so much unlabeled vehicles locate in images.

There are some very small or vague objects that are not labeled in DOTA-v1.0.
