Time: Use d2l-localize-behavior #19
Description
Replace app-localize-behavior with d2l-localize-behavior (which wraps app-localize anyway), as it has automatic language resolution and contains d2l-intl's time formatting and parsing APIs, removing the need for d2l-intl as well.
