Add missing LUT for some hanhelds

3DS consoles and PSP 1000 don't have LUT textures which leaves these consoles with significant deltaE issues

these consoles has a bit depth of 8bits which makes LUT textures big enough to crash retroarch when loaded (around 3MB in size)
