phantom still burning in full fire prot 4

my friend still burns when using full netherite fire prot 4 armor, in the old origins mod, it seemed to keep them from catching on fire fully but now they burn anytime they are in daylight, even with fire prot. it keeps them from taking as much damage but they still burn

Which version are you using?

Trying to reproduce this in the official Origins 1.20.1 and it doesn't look like this was ever a feature in the official Origins mod other than 1.21.1, hell it might actually be a bug in the official 1.21.1 release, since I can't seem to find any place that says "Hey, maybe don't take damage if the player has fire protection".
