Force download file when having a path on url

Hello,

For example when importing products woocommerce generates an url likes this :
https://domain.com/wp-admin/edit.php?post_type=product&page=product_importer&wc-hide-notice=template_files&_wc_notice_nonce=9c6b25ee30&step=mapping&file=/home/domain.com/public_html/wp-content/uploads/2019/10/4-test-7.txt&delimiter=,&_wpnonce=511198d944

this is triggering the prod images algorythm and makes downloading the edit.php file with the login form of the production site.

I have no solution right now but this needs to be fixed.
