Balancer Alliance: Adjust min TVL Threshold for Rocket pools

Given https://forum.balancer.fi/t/bip-rocket-pool-balancer-alliance-addendum/6904 will go to snapshot soon and given that BIP-822 stated the following special inclusion for L2 pools:

As @zendragon already noted, the mainnet pool meets the grandfathering criteria and thus make us an eligible partner. We would also like the proposed fee share to apply to the L2 pools.

we need to adjust the fee allocator code base as follows:

• No min threshold for the existing rocket pool config for L2 pools
• special exclusion of the min threshold for the new v3 pool as mentioned in the BIP draft above
• any other pool from rocket from mainnet does not have this exclusion
• Lido or any other partner shall not have this special exclusion

Suggestion:

• implement these changes before the fee run of Jan 2nd
• Include pay back of rocket pool fees in that fee run?
